There are three (3) important tasks that have to be undertaken in relation to project and
program evaluation. This include regular progressive assessment of implemented projects
at different locations of the District, provision of project implementation reports and impact
assessment during and after the five-year term.
Regular Progressive Assessment
As part of the monitoring process an individual sector is required to make assessments and
supply sector performance progress report. This should give a clear indication whether or not
sector specific activities as part of the overall Plan are being executed consistent with work
plan and budget. If not, critical decisions will need to be made to ensure implementation
progresses as planned.
Completion Report
Secondly, completion reports of key activities, projects and programs under individual
sectors as scheduled must be made available by functional and divisional managers. The
time-frame for submitting such reports could be two-fold: (a) upon completion of each
activity, project and program or (b) on an annual or half-yearly basis.
Impact Assessment
It may not be possible to get an accurate picture on the impact of activities accomplished
under this Plan after five years of implementation only. However, prior to formulation
of the next Five-Year Plan (2023-2028), a review of this plan must be done towards the
second half of the fifth year. The information provided after that review should provide the
basis in formulation of Kerowagi District’s next Five-Year Development Plan. The KDDP
implementation output and outcome monitoring information will also be requested and
collated by the District Planning Committee (DPC), Provincial Coordination & Monitoring
Committee (PCMC), DIRD and the DPLG. Once collated and analyzed, these monitoring
reports will be forwarded to DNPM for consolidation.
A thorough review of the KDDP will be done by a neutral body or person with the assistance
of the developers and implementers of the plan in the second half of 2021. Once done the
feedback/recommendations received from the review would actually offer useful insights
on overall implementation of the plan. The lessons learnt should help in strategizing on
how best to improve implementation of the different components of the plan going forward.
The 2018-2022 plan thus should be completed before the end of December 2018 so its
implementation becomes effective in January 2019.
